is $890.. a good price to re-map an 130hp seadoo ecu to get 155hp?

You know the old saying.......... if it looks and smells like BS, it most likely is. 25hp from just a remap, with no other mods is probably optimistic. I would suggest that your $890 is much better spent on other mods.
