Tenders under 3.1 meters in length with < 5hp engine do not need their own rego, but must display they're tender boats rego numbers.
It is possible to have a tender with own rego #'s, and hence allows a Jet Ski to be escorted across to Rotto. Plenty of people do this. Plenty of people who go without a tender get booked.

EPIRB is needed beyond 2nm's. There is an EPIRB free area between Ocean Reef, Rotto, and Rocko/Warnbro area (look for maps), so most Metro area ocean riding can be done without EPIRB, but outside of Metro, limited to < 2nm unless carrying an EPIRB.
Boats less than 3.5m in length can't go beyond 5nm which includes Jet Skis.
